Email notifications are sent to unauthorized users

Now, notification emails are sent only to authorized users who have access to the specific site and study mode where the notification was triggered. Previously, the system considered user permissions across all study modes, which intermittently resulted in email notifications being sent to users who were not authorized for that site.

The Subject Visit (Unblinded) report and Predictive Resupply report display incorrect projected kit counts

Now, the system correctly uses the most recent dispensation instance when projecting future kit needs, ensuring accurate projections for future visits. Previously, the Subject Visit (Unblinded) report was display an incorrect number of projected kits for future visits (Cycle 3 and beyond), while the Predictive Resupply report was also displaying an incorrect number of kits for future needs, due to the system incorrectly referencing the latest dispensation instance.
