France Localization Changes that Affect Transactions

The France Localization SuiteApp sets requirements for creating new transactions associated with a France subsidiary. The SuiteApp evaluates:

Memo Field Evaluation

In compliance with the generally acceptable accounting principles in France, the Memo field is required for certain transaction types. The memo is required for a compliant Fichier d'Ecritures Comptables (FEC) file. The France Localization SuiteApp checks whether this requirement is fulfilled for the following transaction types under a France subsidiary:

The Journal Entry transaction type consists of multiple transaction lines with their own memos. For France subsidiaries, these transaction line memos are also required and must be filled. However, these transaction line memo entries will not be used in the FEC file. Only the memo in the journal entry record will be used. Automatic Memo Fill

The France Localization SuiteApp provides a system to automatically fill in the memo field to prevent errors when you create and save a transaction. This automatic-fill feature works with bill payments and item receipts created from purchase orders, return authorizations, and inbound shipments.

Account Number Format Evaluation

To comply with the Plan Comptable Générale (PCG) requirements, the account number must be entered in the required format. You will receive an email if you have accounts that do not comply with PCG.

Having noncompliant formats of account numbers does not prevent you from generating the Fichier d’Ecritures Comptables (FEC) file. However, the tax administration can reject the FEC file owing to incorrectly formatted account numbers.

Open Accounting Periods Evaluation

To comply with France's generally accepted accounting principles (Plan Comptable Générale (PCG)), you are not allowed to create a transaction and add it to a new accounting period (or year) if 24 accounting periods and 2 accounting years are already opened.

Posting a transaction to the 25th accounting period or to the 3rd accounting year with the France Localization SuiteApp installed results in an error. To resolve, go to Setup > Accounting > Manage G/L > Manage Accounting Periods and close the oldest period (or year).

This open accounting periods evaluation feature is enabled by default. To disable, go to Setup > France Localization > Preferences. On the General Configuration subtab, clear the Check Open Accounting Periods (France PCG Requirement) box. For more information, see Configuring France Localization SuiteApp Features.

Note:

To be fully compliant with the PCG and FEC requirements, keep the Check Open Accounting Periods (France PCG Requirement) box checked.

The open accounting periods evaluation feature supports the Multi-Book Accounting feature and the Multiple Calendars feature. For more information about these NetSuite features, go to Multi-Book Accounting Overview or Enabling Multiple Calendars. If the Multiple Calendars feature is not enabled, this restriction will apply to all subsidiaries, because without the Multiple Calendars feature, there will only be one calendar for the whole company.

The open accounting periods evaluation feature does not include the adjustment periods. For more information, see Adjustment Periods.

Note:

It is a known limitation that Inventory Count transactions are exempted from the posting period check.
