Speech 2.4 has added the following new/updated features:
- Added Whisper model for creating transcription jobs
- Delete transcription jobs feature added to OCI Console
- Added new policies for deleting transcription jobs
- Added new API for deleting transcription jobs
- Added Diarization API, which is a combination of speaker segmentation and speaker clustering
