Autonomous Exadata Infrastructure resources now use per-second billing

Autonomous Exadata Infrastructure resources now use per-second billing, with a minimum usage period of 48 hours. This replaces hourly billing for the infrastructure resource. OCPU resources are billed by the second, with a minimum usage period of one minute.
