billToAddress-state
Each Transact site determines whether this parameter is optional or required for walk-in buyers (and for registered users who want to use a payment brand other than the registered one). Informational (and read-only) for registered buyers who plan on using a registered payment account.
Holds the state or province to be used in the billing address.
