Enable Effectivity Groups REST Endpoints

v1/Setup/Effectivity Groups/Enable Effectivity Groups

These APIs can be used to enable or disable inherited effectivity groups at each location.

The User will require access to the 'Effectivity Groups' module to be able to access this API

Release Description
23.3 Starting with the API release 23.3, the Simphony-OrgShortName parameter will be ignored. The API will use the authentication token to determine which organization the API account has access to.
