Integration changes for EA/ECA for OBA

The purpose of this change is to support different response type sync(SYNC)/Asynccomplete(ASYNCCOM)/AsyncIncremental(ASYNCINR), which will send the response/events to user according to the value set in the request. User can also re-send the request which got timed out and TBS will take care of processing and send the response back without duplicate processing.
