Cause
A partitioned cube had no base cube for the requested hierarchy combination.
Action
Use the OLAP Metadata API to create a base cube for the required hierarchy combination. If the cube is read from the OLAP Catalog, then add a base cube to the partitioned cube in the OLAP Catalog tables.
