Cause
An attempt was made to plug in a database that had a SYSTEM tablespace whose relative file number was not one. The most common cause of this error is when the database has been created using Oracle Database release 7 or earlier and then upgraded using the migrate utility.
Action
Migrate the database to a pluggable database using the Oracle Data Pump utility.
