ORA-64653
Only SYSDBA users can connect during database character set conversion.
Cause
A user without the SYSDBA administrative privilege tried to connect to the database during character set conversion. The database is available only to users with the SYSDBA administrative privilege during a conversion operation on the database character set.
Action
Connect to the database as SYSDBA.
