The value of the VR tag is null.
Cause
A null VR tag was found in the dictionary document.
Action
Correct the value and try again. If the value of the VR tag is null, then the value of the RETIRED tag must be set to true. See the Oracle Multimedia documentation for information about the standard dictionary schema (ordcmsd.xsd) and the private dictionary schema (ordcmpv.xsd).
