Switching over the PKCS#11 library is not supported.
Cause
The switchover command was executed on a system with an unsupported configuration of the Oracle Advanced Security Transparent Data Encryption (TDE) keystore.
Action
Configure the TDE keystore to use Oracle Key Vault (OKV) and rerun the command.
