Cause
An attempt is being made to either alter or drop the ORA$DICTIONARY_SENS_COL_ACCESS or ORA$DICTIONARY_SNET_RPC_ACCESS policy.
Action
Only the ENABLE or DISABLE operation is allowed on this policy.
