Cause
An attempt to connect to the partner database for a per-pluggable database (PDB) Oracle Data Guard operation is failing.
Action
Ensure that the partner database is available and accessible. Check the Oracle Data Guard broker (DRC) log and alert logs of both databases for further details. Retry the operation once the database is available and accessible.
