Cause
The Oracle Data Guard pluggable database (PDB) feature can only be used on-premises, or in an Oracle Cloud environment, or a hybrid of the two.
Action
Only use the Oracle Data Guard PDB feature on-premises or in an Oracle Cloud environment.
