ORA-01173
data dictionary indicates missing data file from a system tablespace
Cause
One of the following occurred:
- The database was recovered to a point-in-time in the future of the control file.
- A data file from a system tablespace (SYSTEM or SYSAUX) was omitted from the CREATE CONTROL FILE command previously issued.
Action
Choose one of the following actions that corresponds with the cause:
- Recover the database from a more recent control file.
- Re-create the control file and check to ensure that all of the data files in the system tablespaces are included.

Action
For the former problem you need to recover the database from a more recent control file. For the latter problem, simply recreate the control file checking to be sure that you include all the datafiles in the system tablespace.
