The VPD statement on an application root common object can only be executed during application maintenance.
Cause
An attempt was made to issue an Oracle Virtual Private Database (VPD) statement (creating or dropping a VPD policy) on a common object in the application root container database. This can only be done during the application maintenance mode in between the ALTER PLUGGABLE DATABASE APPLICATION BEGIN and ALTER PLUGGABLE DATABASE APPLICATION END statements followed by synchronizing the application pluggable databases to apply the changes.
Action
Ensure that the VPD statement is only run during the application maintenance mode when being applied to an application root common object.
