Cause
The server parameter file (SPFILE) was not in use. ENABLE RAC TWO_STAGE ROLLING UPDATES ALL requires an SPFILE.
Action
Create a server parameter file for the database, restart all instances of the database to use the server parameter file, and then retry the command.
