Cause
An attempt was made to relocate double parity redundancy files for balance or to restore redundancy in the presence of dropping or forcing disks.
Action
Add back all the disks in DROPPING or FORCING state and retry the operation. If this is an Oracle appliance, also add back all the missing disks and retry the operation.
