Cause
Connection Broker failed to configure the pool.
Action
Check logs for details. For the NUM_CBROK and MAXCONN_CBROK values, if the initialization parameter CONNECTION_BROKERS contains a (TYPE=POOLED) entry, then use the parameter instead to update these values.
