Cause
The specified manifest file did not contain the complete set of Oracle-defined documents that were included in the database release.
Action
A manifest file can contain all user-defined documents, all Oracle-defined documents, or both. Confirm that the manifest file includes all the documents listed in the orddcm_dbrelease_docs information view or no Oracle-defined documents.
