Cause
CREATE DATABASE or CREATE CONTROLFILE has been attempted without proper privileges.
Action
Connect as SYSDBA for CREATE DATABASE and SYSDBA, SYSDG or SYSBACKUP for CREATE CONTROLFILE and try the operation again.
