User who can be connected to by another user as a proxy user cannot be marked as dictionary protected.
Cause
An attempt was made to mark a user as dictionary protected. However, this user can be connected to by another user as a proxy user and such a user is not allowed to be marked as dictionary protected.
Action
Revoke connection through proxy from the user and retry the operation.
