Cause
An attempt was made to lock the SYS user account by executing the DDL statement ALTER USER SYS ACCOUNT LOCK while the password file was created in LEGACY or 12 format.
Action
The password file must be created in 12.2 format to support granting administrative privileges to external users and enable SSL and Kerberos authentication for administrative users.
