Cause
Data Pump jobs need database version information as part of the startup operation but no rows are fetched with the query.
Action
Review the banner and banner_full columns of sys.v$version and the definition of sys.product_component_version and ensure that a valid version is being fetched. Then, retry executing the Data Pump job.
