Cause
The ACTIVE_INSTANCE_COUNT parameter was specified when one of the instances in the cluster is running Oracle 8i (8.1.5) or an earlier release.
Action
Restart the instance without specifying the ACTIVE_INSTANCE_COUNT parameter. Or, upgrade all instances to Oracle 8i (8.1.6) or later release and then specify the parameter.
