The system tried to secure the TCP/IP connection using SSL/TLS when the connection was already secured.
Action
Ensure that you call the UTL_TCP.SECURE_CONNECTION only once. If you are not using the UTL_TCP package when receiving this error, then enable tracing and attempt the connection again. Contact Oracle Support for help enabling the tracing or for interpretation of the trace file.
