Cause
ORACLE was unable to retrieve definitions of distributed external procedures or remote libraries registered for the non-Oracle system instance, probably because the underlying data dictionary table does not exist or is malformed.
Action
Verify that the ORACLE server's Heterogeneous Services data dictionary was installed correctly. If the Heterogeneous Services data dictionary is not installed, execute the CATHS.SQL script in the $ORACLE_HOME/rdbms/admin directory.
