Cause
An attempt was made to send or receive a high value system change number (SCN) over the network, but either the server or the client did not support such a high value SCN. This error usually occurs when either the server or client compatibility is Oracle Database release 12c version 12.2 or later.
Action
Ensure that the database compatibility is Oracle Database release 12c version 12.2 or later on both the client and the server.
