OCISessionPool creation is failing with OCI_SPC_MULTI_TENANT mode.
Cause
Multitenant mode works only on Autonomous Database Serverless (ADB-S) service which is an elastic leader and application root.
Action
Remove the mode OCI_SPC_MULTI_TENANT or try with a service to an ADB-S application root which is also an elastic pool.
