Cause
Measurements in characters instead of bytes are illegal if either the server's or client's character set is varying width.
Action
If either the client's or server's character set is varying width then do not use the OCI_ATTR_CHAR_COUNT attribute for the bind handle. Use OCI_ATTR_MAXDATA_SIZE instead.
