Instantiation of the DGPDB is in progress.
Cause
Instantiation of the Data Guard for Pluggable Databases (DGPDB) was started but did not complete. Recovery cannot start until instantiation is completed.
Action
No action necessary. Data Guard broker will monitor the completion status periodically and start recovery once it has completed.
