Cause
Fast-start failover was initiated by a non-master observer. This can occur if the Oracle Data Guard broker started a master observer switch at the same time fast-start failover was being initiated.
Action
Check the Oracle Data Guard broker log files of the primary database to see why a master observer switch occurred.
