Standby database does not have an apply instance available.
Cause
The broker operation could not finish, because it required a running apply instance for the standby database. There was no such instance designated for the standby database, or the designated apply instance was not currently available.
Action
Use the DGMGRL CLI SHOW DATABASE command to see if the standby database has a designated apply instance. If an apply instance is designated in the output, restart that instance. If the output does not show an instance designated to run apply, then wait until the broker specifies an instance to be the apply instance and retry the command.
