Cause
The broker is failing to update the Oracle Data Guard broker configuration file on permanent storage.
Action
Verify that sufficient space exists on the device containing the configuration files and the files specified by the DG_BROKER_CONFIG_FILE[1|2] initialization parameters permit read and write access.
