Cause
Attempted to startup or shutdown the database when connected to a shared server through a dispatcher.
Action
Startup or shutdown can be done through a dedicated server. Re-connect as a database administrator (DBA) user without connecting through the dispatcher. In most cases, this is done by connecting as a DBA user without specifying a network connect string.
