ENCRYPTED files found with TABLESPACE_ENCRYPTION is set to DECRYPT_ONLY.
Cause
An attempt was made to open a database with encrypted tablespace files and an incompatible setting of TABLESPACE_ENCRYPTION.
Action
If TABLESPACE_ENCRYPTION=DECRYPT_ONLY, then decrypt all the encrypted tablespaces.
