Primary database must be restarted after creating the server parameter (SPFILE).
Cause
The command was invoked without WITH RESTART option. Because the database didn't use server parameter (SPFILE), the command could not complete.
Action
Invoke the command again with WITH RESTART option or after using the server parameter (SPFILE).
