Cause
An attempt was made to start a resource that is already in the INTERMEDIATE state.
Action
Determine why the resource is in the INTERMEDIATE state based on the value of the STATE_DETAILS attribute. If it is due to a check timeout, no action is needed. Otherwise, manual intervention is required to bring the resource out of the INTERMEDIATE state.
