Cause
This command must stop Cluster Ready Services-managed resources. However, Cluster Ready Services is not running, which does not mean its resources are not running.
Action
The underlying reason for Cluster Ready Services not running needs to be resolved and the command retried. Alternatively, the command can be retried with the force option.
