Cause
The voting file discovery was unable to locate a sufficient number of valid voting files to guarantee data integrity and is terminating to avoid potential data corruption.
Action
Delete the voting files that are no longer available, as indicated by message number 1637, using appropriate 'crsctl' commands, run either on another node where the clusterware stack is active, or by starting the clusterware stack in exclusive mode.
