Cause
A node attempting to start as a Hub node found the maximum number of Hub nodes already active.
Action
If the configured node role is 'auto', no action is required for the node to restart as a Leaf node. If the configured node role is 'hub', then the configured role must be changed to a Leaf node using 'crsctl set node role leaf' or the Hub size must be increased using 'crsctl set cluster hubsize'.
