Cause
The cluster could not be set to rolling patch mode because Oracle Clusterware was not active on any of the remote nodes.
Action
Start Oracle Clusterware on at least one remote node and retry the 'crsctl start rollingpatch' command, or retry patching using the non-rolling option.
