Cause
An attempt to switch the active policy found that the Quality of Service Management (QoS) server resource 'qosmserver' was not online.
Action
Start the Quality of Service Management (QoS) server resource 'qosmserver' using the 'srvctl start qosmserver' command and retry the original command.
