Ability to create any user defined aggregate targets.

Create Privilege Propagating Group

Propagating Group Ability to create privilege propagating groups. Privileges granted on a privilege propagating group will be automatically granted on the members of the group.

Full any Target

Ability to perform all administrative operations on all the targets, that includes target deletion.
