Create a Consumer Group

/database/txeventq/clusters/{cluster_id}/consumer-groups/{consumer_group_id}/

Create a new consumer consumer group in the specified Cluster Id. A client requires SQL Developer role to invoke this service. Database user requires Execute privilege on DBMS_AQADM and OWA_UTIL packages and the Topic must be created in the Database User's' schema.
