Using NetSuite Electronic Business in NetSuite Sandbox
You can use NSEB in NetSuite Sandbox to exchange or register documents with test mode of Tax authorities. Your NetSuite Sandbox account with NSEB connects to the test-environment of OBN, Avalara (sandbox), and test-mode of tax authorities. To be able to connect your NetSuite Sandbox account with the test-environment of OBN, Avalara & Tax authorities you should perform the following steps:

Linking: You must link your subsidiary with OBN Trading partner account, see Link Oracle Business Network with your NetSuite Sandbox. Additionally, to use Avalara for e-invoicing, you will need to link your NetSuite Sandbox to the corresponding Avalara (sandbox) company.

Mandate Activation: Mandate activation of your company in Avalara’s sandbox account enables NetSuite Sandbox to send or receive documents in test environment of the tax authorities.

Daily Usage: This step validates the generated e-document and further builds/ customizes solutions against the tax authority APIs. It sends e-documents to tax authority's test environment using Avalara for E-Invoicing through Avalara sandbox. To use SuiteProcurement for test document exchange with Oracle Business Network trading partners like Staples etc.
After using NSEB in NetSuite Sandbox for testing, you can proceed to perform the company creation, mandate activation and daily usage in your NetSuite production account. The company creation and mandate activation in sandbox does not affect your production account.
