HeatWave: The default value of AutomaticBackupRetention is changed from DELETE to RETAIN

For every new DB system created using SDK/CLI/Terraform after the release date, the default value of AutomaticBackupRetention in the DB system deletion policy is changed from DELETE to RETAIN. If you want to use DELETE, you have to set it explicitly. The default setting used for DB systems created in the Console is not affected as it depends to the selected template.
