Logging Analytics: New chart options for area, bar, and line charts in Link Tile

The following 3 new options are now available for area, bar, and line charts in Link Tile visualization:
- Display or hide the secondary Y-axis tick marks
- Split the chart by Y-axis when there is a secondary Y-axis
- Hide the series which has zero value for all intervals
