Support for the VM.Standard.E3 compute shape

Oracle Container Engine for Kubernetes now supports the VM.Standard.E3 compute shape. This E3-based VM standard shape is a flexible shape, with a customizable number of OCPUs.
Before you specify the VM.Standard.E3 shape for worker nodes in a node pool, make sure you have sufficient compute quota.
